What is the most inexpensive and safe playground surface?

My village is putting in new playground equipment, and I am trying to find out what is the cheapest, but still very safe playground surface. I have heard a lot about the rubber mulch, but I don’t know how it compares in price.

      sand is the best

      The sand and gravel youre asking for injuries.
      For injuries.

      We use wood chips. Sand can get really really gross.

      You want something with natural voids. That is why wood chips are popular. Shredded tire is good to (make sure there are no metal fragments). Natural grass, if you can keep it alive is ok. The worst are pavement, hardened dirt.
