Playground equipment?

I want to ask the apartment owner about replacing the swingset/slide playground equipment. The current one is old, rotting, has rusty nails coming out of it and is not safe. I (along with all the other parents) would use the area if it were replaced with a safer set.
*How do I go about presenting this idea to the owner?
*If he is not willing to replace it are there any sort of grants. (We live in San Diego County)
*If there are no grants I was thinking about asking the other residents to pitch in a few bucks (there are 40+ units in this complex)

Any ideas on how to do this successfully?
I am thinking about presenting this with the following points:
It will make the apartments more desirable.
Less liability as far as the current playground goes.
Also where can I go online to get some prices and some ideas?

The old one sounds like rainbow system is couple thousand dollars and the real park down as for new think even something like hazard so while great idea the chipping in may just get torn down as for nonprofits but.
