How do I force a school to address the bullying and vandalism that has always existed there?

My daughter’s school has a horrible problem with bullying, vandalism, and every other behavioral problem imaginable. The school and school district insist on taking a “tell me about your feelings approach” to dealing with the problem. The bullies use intimidation and physical violence as well as writing intentionally embarrasing comments about certain students on fences and playground equipment. I believe the problem should be put squarely on the shoulders of the parents many of whom I know personally to be bullies in their jobs and neighborhoods.

      The law or the other two but if she is 12 you didnt specify your daughters age but for the other two but if it gets there attention and speeches etc make it something hope this helps.
